Justification for the joint requirement of design and construction (for all three parts):
As part of the public service as the main activity of the tenderern provides district heating services. In the case of the implementation of unique systems of a complexity comparable to the scope of this project, it is not advisable to divide the installation task into separate planning and implementation phases. When carrying out tasks of this kind, it is necessary to cover a wide range of areas professionally:preparation of plans: for mechanical engineering, electrical power transmission, organization, trial operation.
The planning task requires knowledge of the entire construction and establishment process, so the responsibility for technical compliance and operability cannot be shared, it must be expected from a single actor, according to the contractto require.
Market participants skilled in the technologies that are the subject of the procedure have their own, uniquely designed and established systems, solutions, and process elements, the fragmentation of which, sharing among several potential applicants, and the lengthening of the chain of responsibilityand can lead to unnecessary and avoidable cost increases. From the investor's point of view, it is also not advisable to divide the task among several actors, since the organizational tasks between the individual actors and the responsibility for their proper execution thus fall on the investor.
